I definitely think reducing the number of steps would help the most. Perhaps changing the chance of a puzzle from 2/3 to 1/3 would help. Both of these I imagine to be changing a variable somewhere in the code which is much easier than adding more variation to Elite clues like emotes or skill tasks.
